We are seeking an experienced Acquisition Liaison to support the Federal Transit Administration’s Office of Acquisition Management.

This role is well suited for a federal acquisition professional who can serve as a trusted bridge between program offices and contracting personnel. The successful candidate will help customers develop complete acquisition packages, strengthen requirements documentation, track procurement actions, support acquisition planning, and coordinate activities throughout the acquisition lifecycle.

What You Will Do

As an Acquisition Liaison, you will provide federal acquisition subject matter expertise to program and technical staff supporting service and commercial requirements. You will work closely with Contracting Officers, Contract Specialists, Contracting Officer’s Representatives, program offices, and technical subject matter experts to help move procurement actions from initial planning through award, administration, and closeout.

Key Responsibilities

• Provide federal acquisition support to program and technical offices throughout the full acquisition lifecycle.
• Serve as a liaison between program personnel and acquisition professionals to help ensure procurement requirements are properly developed, documented, coordinated, and submitted.
• Assist program offices with preparing purchase request packages for entry into contracting systems.
• Review purchase request packages to verify that required supporting documentation is complete and appropriate for the intended procurement action.
• Review acquisition packages prior to submission to the Acquisition Office for completeness, accuracy, and compliance with applicable acquisition requirements.
• Assist with reviewing existing contracts for compliance with applicable laws, regulations, policies, and contractual requirements.
• Work closely with program professionals and technical subject matter experts to develop acquisition documentation and support acquisition planning activities.
• Assist with development of acquisition plans, Statements of Work, Statements of Objectives, Performance Work Statements, functional requirements, specifications, market research reports, determinations and findings, exception to fair opportunity documentation, and justifications and approvals.
• Assist with development of Independent Government Cost Estimates and market research used to support IGCEs or business case models.
• Support cost and price analysis activities as required.
• Apply knowledge of various contract types, including Firm-Fixed Price, Cost-Reimbursable, Labor Hour, and Time and Materials.
• Support acquisition and contract administration activities involving IDIQ contracts, task orders, delivery orders, Blanket Purchase Agreements, call orders, purchase orders, and Inter/Intra-Agency Agreements.
• Assist with recurring contract administration functions in support of both program and acquisition offices.
• Participate in meetings involving program offices and acquisition personnel and document relevant discussions, decisions, action items, and acquisition requirements.
• Communicate effectively with stakeholders at multiple organizational levels using written, verbal, and electronic communication methods.
• Analyze complex acquisition issues and support their resolution through coordination with appropriate Government stakeholders.
• Validate acquisition and contract data and assist with tasks necessary to support solicitation, award, administration, and modification of contractual actions.
• Assist with preparing contract actions for closeout and coordinating information for submission to Government closeout teams.
• Maintain current electronic tracking spreadsheets showing the status of supported contract and acquisition actions.
• Track contract funding levels and coordinate with Contracting Officer’s Representatives and Contract Specialists to communicate funding status and related information.
• Conduct or support market research and analysis relevant to planned acquisitions.
• Assist with development of source selection evaluation criteria when required.
• Coordinate with technical experts and contracting personnel to ensure project milestones are appropriately reflected in contractual documents and project plans.
• Assist with acquisition-related reporting requirements and other assigned procurement support activities.

Requirements

Required Qualifications

• Bachelor of Arts or Bachelor of Science degree, or higher degree.
• At least 5 years of relevant federal acquisition or contracting experience.
• Demonstrated knowledge and hands-on experience applying the Federal Acquisition Regulation to federal procurements.
• Federal acquisition knowledge and experience comparable to FAC-C Level II competencies.
• Experience supporting acquisition actions from planning through award, administration, and closeout.
• Experience preparing and reviewing federal acquisition packages and purchase request documentation.
• Experience developing or supporting Statements of Work, Statements of Objectives, Performance Work Statements, acquisition plans, market research documentation, and related procurement materials.
• Experience with multiple contract types, including Firm-Fixed Price, Cost-Reimbursable, Labor Hour, and Time and Materials.
• Experience supporting IDIQ contracts, BPAs, task orders, delivery orders, call orders, and purchase orders.
• Experience applying acquisition procedures associated with FAR Parts 12, 13, 15, 37, and 43, as well as contract closeout requirements.
• Experience conducting or supporting federal market research.
• Understanding of cost and price analysis concepts.
• Ability to independently analyze acquisition assignments and provide meaningful feedback and recommendations.
• Strong written and verbal communication skills.
• Strong organizational, analytical, and problem-solving skills.
• Proficiency with Microsoft Word, Outlook, Excel, and Teams.
• Experience using Google Workspace applications such as Calendar, Sheets, Chat, Gmail, Docs, Slides, Drive, and Meet.

Preferred Qualifications

• Experience using PRISM or another federal contract writing system.
• Experience using General Services Administration Market Research as a Service or other federal market research tools.
• Experience with Federal Supply Schedule acquisitions.
• Experience using SharePoint.
• Experience working with Customer Relationship Management systems.
• Experience supporting the Department of Transportation, Federal Transit Administration, or another federal civilian agency.
