Developer Senior Contractor
Data Architect Senior
We are seeking a Data Architect Senior to support a public sector environmental regulatory modernization initiative. This role will design and lead data integration between a regulatory system, a Databricks-based data management platform, and a geospatial platform. The focus is establishing trusted, timely, and reusable data for regulators, decision-makers, and the public. The ideal candidate will set the direction for how regulatory, environmental, and spatial data moves, connects, and is governed across these systems, working within a high-performing, multidisciplinary team in a fast-paced, agile environment.
This position requires someone who can design enterprise data architectures and lead complex system integrations to support a regulatory program. The role encompasses defining target-state data architecture across multiple platforms, designing conceptual, logical, and physical data models for regulatory and geospatial domains, and establishing integration patterns suited to each use case. Responsibilities include architecting lakehouse structures on Databricks with medallion layers and Delta Lake tables, designing spatial data flows that preserve geometry and coordinate reference systems, leading data pipeline design with data engineers and developers, defining data contracts and API specifications, resolving complex integration issues, embedding data governance practices including metadata management and lineage, ensuring compliance with government information security and privacy standards, defining data quality rules and monitoring approaches, applying role-based access controls, serving as a trusted advisor to program leadership and technical teams, coordinating with enterprise architecture and cybersecurity teams, producing architecture documentation and decision records, and mentoring team members on data architecture best practices. This role will participate in agile ceremonies and turn architecture into actionable user stories.
Qualifications
- University degree in Computer Science, Information Systems, Engineering, Geomatics, or a related field
- 7+ years - progressive experience in data architecture, data engineering, or data integration, with at least 3 years in a data architect role
- 3+ years - hands-on experience designing solutions on Databricks, including Delta Lake, Spark (PySpark/SQL), and Unity Catalog
- 5+ years - data modelling experience with relational, dimensional, and lakehouse approaches
- 5+ years - designing enterprise integration patterns, including REST APIs, ETL/ELT, event streaming, and change data capture
- 5+ years - cloud data platforms, preferably Microsoft Azure (Data Lake Storage, Data Factory, Event Hubs, Key Vault)
- Experience with ServiceNow Integration
- 3+ years - public sector experience, ideally with government regulatory systems or programs
- 3+ years - integrating with geospatial platforms and working knowledge of geospatial data concepts, formats, and standards
- Solid understanding of data governance, metadata management, data quality, and data security principles
- 3+ years - working in agile delivery teams in a public sector capacity
- Excellent communication skills with the ability to explain technical concepts to non-technical audiences
- Demonstrated systems thinking, creative problem solving, agility, drive for results, ability to build collaborative environments, develop networks, and develop self and others
Nice to Have
- Certification in The Open Group Architecture Framework (TOGAF)
- 5+ years - designing and implementing enterprise architecture database plans and models that align an organization's data, information or technology with required business capabilities in a large enterprise IT environment
- 4+ years - using architecture modelling tools such as PowerDesigner, ER Studio, Er-win, BPwin, or Rational Rose
- 4+ years - project managing application development projects using Agile sprint development
- 5+ years - cloud computing or big data platforms and infrastructure
- 4+ years - enterprise business intelligence and performance management products, specifically Cognos BI Suite, Microsoft SQL Server Services, MS Power BI (Query, View), or MicroStrategy
- 4+ years - working as a Data Architect designing and implementing enterprise database solutions within an organization of equivalent size and complexity
- 5+ years - developing SQL databases
- 5+ years - implementing a SQL data warehouse
- 5+ years - querying data with Transact-SQL
- 5+ years - prior experience with a large public sector organization
